Our History

Founded in 1953, Kelly Panteluk Construction Ltd. (KPCL) it is a second-generation company with a long track record of safely constructing key infrastructure projects in Saskatchewan, Manitoba and Alberta. Our permanent office and maintenance facilities are headquartered in Estevan and Saskatoon, Saskatchewan – locations that enable us to better serve our prairie province markets.

At KPCL, we pride ourselves in helping you solve complex construction problems, specializing in large technical projects that involve challenging soil conditions and intricate earth structures. Our modern fleet of more than 220 pieces of heavy construction equipment and our staff of up to 300 employees during peak construction help us to move as much as eight million cubic meters of construction material every year.

Walter “Jumbo” Panteluk

Kelly Panteluk Construction Ltd. (KPCL) began with one man, a bulldozer and a vision.

The man was Walter Panteluk, fondly known in the earthmoving industry as “Jumbo.”  Jumbo’s vision was to build Saskatchewan’s network of roads and infrastructure. Together with his wife, Janet Panteluk, they formed Panteluk Construction Company in 1953 and never looked back.

In the early start-up years, Panteluk Construction focused on smaller projects, such as the excavation of dugouts. As the company grew, Walter brought his brothers on board and purchased more earthmoving machinery. Over time the company gained a reputation as a quality road builder in the province.

The key to the company’s growth was approaching each construction project one cubic yard of dirt at a time and maintaining the same high-quality standards regardless of the size of the project. As its reputation grew, the company took on larger and larger earthmoving projects until it eventually landed contracts for the Alameda and Rafferty dams in southern Saskatchewan.  The projects, built in late 1980s and early 1990s, were the pinnacle Jumbo’s career as one of Saskatchewan’s preeminent earthmovers.

Along the way, Walter and Janet not only focused on helping build the province’s infrastructure, but its communities as well. Growing up in the small mining town of Bienfait, the Panteluk’s recognized that access to good healthcare services and infrastructure were vital to maintaining a strong community.  In 1990, when Estevan needed a new hospital, the couple provided significant financial support for the construction of the new facility. Over the years Walter and Janet were patrons to numerous community endeavors, supporting the construction of local recreation and rink facilities and supporting local sporting teams.

In 1985, Walter’s son Kelly took over the reins of the company, joined by his wife Jo-Ann, who serves as the company’s General Manager. Together they have continued to grow the company and build on Walter and Janet’s legacy of strong support for the community.  Now joined by two of their three children, Kelly and Jo-Ann continue to carry on the company’s legacy as a high-quality contractor Building Today for Tomorrow.
